CTE Announces New Policy Board Chair, John D. Porcari
CTE is excited to welcome John D. Porcari as the next chair of the CTE Policy Board. CTE established the Policy Board to strengthen advocacy efforts in Washington, D.C. and Sacramento, CA. As chair of the CTE Policy Board, Mr. Porcari will also be taking a seat on CTE's Board of Directors. He will be replacing Mort Downey, who served as the previous chair.
CTE would like to express our sincerest gratitude to Mort Downey, who is retiring from his position on CTE Board of Directors. Mort Downey brought significant transportation experience as the former U.S. Deputy Secretary of Transportation from 1993 to 2001 and served on CTE's Board of Directors for four years. "I would like to personally thank Mort Downey for his service to CTE. We would not be where we are without his unwavering support and savvy approach to
creating zero emission transportation policies and programs," said Dan Raudebaugh, CTE's Executive Director. "John has some big shoes to fill."
Mr. Porcari's successful career leading public and private infrastructure projects and programs will provide valuable guidance to the CTE Policy Board and Board of Directors. Mr. Porcari received the appointment as Port Envoy to the Biden-Harris Administration Supply Chain Disruption Task Force. Mr. Porcari works closely with Department of Transportation Secretary Pete Buttigieg and the National Economic Council to address congestion at U.S. Ports.
Mr. Porcari is a nationally-recognized leader on infrastructure in both the private and public sectors. He served as founding Executive Director of the Gateway Project Development Corporation-a joint venture of Amtrak, the Port Authority of NY/NJ and New Jersey Transit dedicated to the construction of the first new passenger rail tunnel into New York City in 110
years-and has served as an executive, principal, and board member for a variety of well-regarded engineering firms.
In addition to his private industry successes, Mr. Porcari has extensive experience in the public sector. He previously served as Deputy Secretary of the United States Department of Transportation (2009-2014) for the Obama-Biden administration. He led the department's highly successful implementation of the $48 billion transportation component of the American
Recovery and Reinvestment Act. Mr. Porcari has also worked at the state level, twice serving as Secretary of the Maryland Department of Transportation (1999-2003 and 2006-2009), where he successfully delivered a number of multi-billion dollar transit, airport, port, and highway projects.
As Chair of the Policy Board, Mr. Porcari will support the implementation of CTE's legislative agenda. This agenda is developed each year by CTE's federal affairs representative, Sullivan Strategies, with input from CTE's Policy Advisory Council, composed of CTE Leadership Circle members.
"Mr. Porcari's experience implementing high-value transportation projects and his commitment to creating clean transportation systems will be important assets when looking to turn our legislative agenda into action," said Dan Raudebaugh, Executive Director of CTE. "With zero-emission transportation activities rapidly increasing at all levels of government, CTE looks forward to working with Mr. Porcari to shape the future of clean transportation policy.
Mr. Porcari holds a B.A. in political science from the University of Dayton and a Master of Public
Administration degree from the State University of New York at Albany.
