Atlanta, GA – Daniel J. Raudebaugh, Executive Director of the Center for Transportation and the Environment (CTE), is thrilled to announce the appointment of Shannon Hines as the newest member of CTE’s Policy Advisory Board. This appointment marks a significant step in enhancing CTE’s advocacy efforts in Washington, D.C.
Ms. Hines serves as the Senior Vice President of Government Affairs & Washington Operations at Textron and brings a wealth of experience to CTE’s Policy Advisory Board. In her role at Textron, Ms. Hines has been pivotal in directing government affairs activities, including managing corporate strategies to maximize support from Congressional and Executive branches for programs and issues of interest to Textron and its business units.
Ms. Hines’ past role as the Republican staff director for the Senate Appropriations Committee is a testament to her expertise in policy-making. In this position, she was the chief advisor to Senator Richard Shelby of Alabama. She also acted as the key intermediary, facilitating communication and coordination between the Appropriations Committee, leaders of the Senate and House, the White House, and various federal agencies. Ms. Hines’ previous roles include staff director for the Senate Rules and Administration Committee, senior professional staff for the Senate Banking, Housing and Urban Affairs Committee, and Republican staff director for the Senate Subcommittee on Commerce, Justice, Science and Related Agencies Appropriations.
In her role on CTE’s Policy Board, Ms. Hines will support the development and implementation of CTE’s annual legislative agenda. This agenda, developed in collaboration with CTE’s Leadership Circle Membership and CTE’s Government Affairs Representative, Suzanne Sullivan of Sullivan Strategies, guides CTE’s legislative activities in Washington DC and beyond. Ms. Hines will be invaluable in guiding CTE through the current surge in funding for transportation and infrastructure at various governmental levels.

Ms. Hines received a Bachelor of Arts degree in Politics from Wake Forest University.
