Mr. Porcari brings state, federal, and private industry experience in transportation infrastructure to help implement CTE's legislative agenda
Atlanta, GA - CTE is excited to welcome John Porcari as the newest member of the Policy Board. Last fall, CTE restructured its Board of Directors to cultivate public and private partnerships. As a part of this restructuring process, CTE established the Policy Board to strengthen advocacy efforts in Washington, D.C. and Sacramento, CA. Mr. Porcari's successful career leading public and private infrastructure projects and programs will bring valuable guidance to the Board and will ultimately contribute to the advancement of CTE's mission.
Mr. Porcari is a nationally-recognized leader on infrastructure in both the private and public sectors. Currently, Mr. Porcari is Managing Partner of 3P Enterprises. He recently served as founding Executive Director of the Gateway Project Development Corporation-a joint venture of Amtrak, the Port Authority of NY/NJ and New Jersey Transit dedicated to the construction of the first new passenger rail tunnel into New York City in 110 years-and has served as an executive, principal, and board member for a variety of well-regarded engineering firms.
In addition to his private industry successes, Mr. Porcari has extensive experience in the public sector. He previously served as Deputy Secretary of the United States Department of Transportation (2009-2014) for the Obama-Biden administration. He led the department's highly successful implementation of the $48 billion transportation component of the American Recovery and Reinvestment Act, TIGER grants, and loan and credit programs. During his tenure, Mr. Porcari also restructured USDOT's Buy America program to virtually eliminate waivers. Mr. Porcari has also worked at the state level, twice serving as Secretary of the Maryland Department of Transportation (1999-2003 and 2006-2009) where he successfully delivered a number of multi-billion dollar transit, airport, port, and highway projects.
As a member of the Policy Board, Mr. Porcari will support the implementation of CTE's legislative agenda. This agenda is developed each year by CTE's federal affairs representative, Sullivan Strategies, with input from CTE's Policy Advisory Council, composed of CTE Leadership Circle members.

Mr. Porcari holds a B.A. in political science from the University of Dayton and a Master of Public Administration degree from the State University of New York at Albany.
