A hearing to discuss the California Air Resource Board’s (CARB) proposal to establish new emissions standards, procedures, financial assessments, and reporting requirements on railroad operations through its proposed InUse Locomotive Regulation, and the proposal’s negative impacts on freight transportation and interstate commerce. The Committee will also examine how California’s proposed regulation conflicts with other existing federal statutes preempting state regulation of rail transportation.
