California Energy Commission (CEC) Medium- and Heavy-Duty Zero-Emission Vehicle Port Infrastructure Grant Funding Opportunity (GFO)

Background
CEC has issued a GFO for projects that will deploy medium- and heavy-duty zero-emission vehicle charging or hydrogen refueling infrastructure serving California seaports and land ports of entry. Funding will support the installation of charging and fueling infrastructure for battery electric and hydrogen fuel cell medium- and heavy-duty vehicles, port equipment, and off-road equipment including gantries and cargo handling equipment. Up to $40 million in funding is available.
There are two Applicant Groups:
1. Small Ports with $20 million in CEC funding available. The maximum award amount is $5 million with a minimum match requirement of 25%. Small port applicants must propose to deploy at least 20 charging ports or two hydrogen fueling positions. CEC expects to award at least four projects in this group.
2. Large Ports with $20 million in CEC funding available. The maximum award amount is $10 million with a minimum match requirement of 25%. Large port applicants must propose to deploy at least 20 charging ports or four hydrogen fueling positions. CEC expects to award at least two projects in this group.
Applicants must identify whether charging infrastructure or hydrogen fueling infrastructure is the principal technology. Only the principal technology is eligible for CEC reimbursement. The secondary technology type may be used as match and is not required to meet the minimum deployment requirements. Applicants may submit multiple applications for each Applicant Group as long as each application is separate and distinct; however, no Applicant will be eligible for more than a total of $15 million.
Eligible Applicants
Eligible applicants include all California ports and public and private entities serving or supporting a California port. Non-port applicants will be required to either provide a letter of support from a port or otherwise describe in the project narrative how the project will support a port or ports. Investor-owned utilities are ineligible.
Important Dates
A pre-application workshop is scheduled for April 8, 2025. Applications are due June 13, 2025.
