CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders.
Background and Award Information
Alabama – The State of Alabama has released the application for round two of the National Electric Vehicle Infrastructure (NEVI) program. This program provides funding to strategically deploy electric vehicle (EV) charging infrastructure sites to support the development of convenient, accessible, reliable, and equitable EV charging. Eligible applicants include government and non-government entities looking to install charging stations along designated FHWA Electric Vehicle Alternative Fuel Corridors (AFCs) in the State of Alabama. Project partnerships are permitted. Applications are due March 17, 2025.
California – The California Volkswagen Mitigation Trust’s Zero-Emission Freight and Marine Program is now open, with the following zero-emission projects eligible for funding: repowering marine vessels, including ferries, tugboats, and towboats to zero-emission; replacing heavy-lift forklifts with zero-emission alternatives; and replacing cargo handling equipment including terminal tractors with zero-emission alternatives. Eligible applicants include individuals, businesses, nonprofits, or government entities based in California or with a California-based affiliate. There is $25 million in funding available, and applications are being accepted on a first-come, first-served basis until January 22, 2025.
The California Energy Commission’s NEVI Formula Program – Solicitation 2 is now open. This program funds projects that will strategically deploy publicly accessible, high-powered, direct current fast charger infrastructure to support EV travel along major corridors of the state highway system. The purpose of this solicitation is to significantly expand the EV charging infrastructure along these corridors per NEVI formula program requirements, contributing to the national charging network being built under this program. Eligible applicants include all private entities, excluding investor-owned utilities. There is $107 million in funding available and applications are due on March 17, 2025.
The City of San Pablo has released a Request for Proposals (RFP) for Electric Vehicle City Fleet Transition and Public Charging Hub Analysis. The city plans to transition all city-owned internal combustion engine and hybrid vehicles to zero-emission vehicles (excluding emergency and Police Department vehicles). Additionally, the city intends to conduct an analysis to identify potential locations for public charging hubs for public or city fleet use. The city seeks professional services to interpret state and federal EV regulations, identify transition vehicle types and timelines, perform EV and grid infrastructure analyses, and create budget outlays and expenditure forecasts to attain these goals. Applications are due on January 30, 2025.
Idaho – The Idaho Transportation Department has released a Request for Qualifications for Round One of the NEVI Program. The state will be accepting statements of qualifications for three high-priority locations in Round One—Bliss, Lewiston, and Pocatello. Applicants will be evaluated on their proposed teams, EV charging station installation history, and understanding and approach to the NEVI Program. After reviewing applications, the State will shortlist qualified developers for each of the three locations. Applications for the Request for Qualifications will be accepted until February 20, 2025.
Missouri – The Missouri Department of Natural Resources is now accepting applications for its Grid Resilience Formula Funding program. Funding subawards will support investments that improve the resilience of the electric grid against disruptive events. Examples of eligible projects include utility pole management, power line relocation or reconductoring and microgrids, as well as the training, recruitment, retention and reskilling of skilled and properly credentialed workers to perform the required labor. The amount available for award is $3 million. Applications are due April 30, 2025.
Montana – The Montana Department of Transportation (MDT) and the Montana Department of Environmental Quality developed Montana’s Electric Vehicle Infrastructure Deployment Plan which describes Montana’s approach to meet the goals of the NEVI Formula Program and identifies Montana’s AFC. This project consists of performing all services necessary to design, construct, operate, and maintain seven EV charging stations in communities along Montana AFC’s on I-15, I-90, and I-94. The EV charging station locations within the communities are to be determined by proposers. MDT is hosting a Statement of Qualifications (SOQ) Webinar at 11:00 am Mountain Time on January 15, 2025. The SOQ is due on February 5, 2025 and an RFP will be issued on April 2, 2025.
New Hampshire – Through the New Hampshire Clean Diesel Grant Program, the New Hampshire Department of Environmental Services (NHDES) is seeking proposals for eligible diesel emission reduction projects utilizing the state’s federal Diesel Emission Reduction Act funding for federal fiscal years 2023-24. Eligible projects must reduce diesel emissions through certified vehicle or equipment replacements, certified engine replacements, certified remanufacture systems, verified idle reduction technologies, verified aerodynamic technologies, and verified low rolling resistance tires. Eligible applicants include state and local government agencies and departments, municipalities, schools and school districts, colleges and universities, public and private transit companies, marine operators, and private businesses in Good Standing with the New Hampshire Secretary of State. NHDES has approximately $500,000 available for diesel emissions reduction project awards. The round one proposal deadline is January 24, 2025. If funding remains, proposals received after the round one proposal deadline will be scored with the round two proposals, with a deadline of May 16, 2025.
New York – The New York State Energy Research and Development Authority (NYSERDA) has released a Program Opportunity Notice (PON) for the Downstate National Electric Vehicle Infrastructure Direct Current Fast Charging (DCFC) Program. NYSERDA seeks proposals to develop DCFC Electric Vehicle Supply Equipment (EVSE) along AFCs in New York State south of I-84. Proposers are invited to apply for PON 5866 funding to develop one DCFC EVSE per proposal at site locations(s) within one travel mile of designated AFCs in downstate New York. Proposers may submit more than one proposal, but no more than four proposals per subregion and no more than eight proposals total. To be eligible, each site included in the proposal must accommodate simultaneous charging for at least four vehicles at a minimum of 150 kW and offer a total site delivery capacity of 600 kW or more. All EVSE ports must have CCS connectors. There is $28.5 million available in funding and applications are due on March 18, 2025.
The New York State Department of Transportation Zero-Emission Transit Transition Program provides funding to transit providers across New York State to support the transition of transit fleets to zero-emission propulsion. The program funds projects including the acquisition of zero-emission transit vehicles, construction of facilities and utility infrastructure for charging and fueling, and the planning and design phases necessary for zero-emission capital projects. Eligible applicants include transit authorities, counties, municipalities, and other entities receiving or eligible to receive New York Statewide Mass Transportation Operating Assistance. There is $100 million in funding available, and applications are due on April 4, 2025.
Washington – The Washington State Department of Transportation has released a Notice of Funding Opportunity and RFP for Washington’s Electric Vehicle Charging Reliability and Accessibility Accelerator Grant Program. This program funds projects that will improve the reliability of existing non-operational publicly accessible electric vehicle charging infrastructure across Washington. Eligible applicants include public or private entities registered to do business in Washington, excluding investor-owned utilities. There is approximately $9.5 million in funding available, and applications are due on January 30, 2025.
