Department of Energy (DOE) Notice of Intent (NOI) for Bipartisan Infrastructure Law (BIL) Electric Drive Vehicle Battery Improving Economics, Recovery and Reuse, and State of Health
Background Information
DOE has issued a NOI for the BIL Electric Drive Vehicle Battery Improving Economics, Recovery and Reuse, and State of Health program. The anticipated funding program will support research, development, and demonstration activities in two key areas: second-life applications for electric drive vehicle batteries that have been used to power electric drive vehicles; and technologies and processes for final recycling and disposal of electric drive vehicle batteries. The NOI identifies four potential areas of interest for up to a total of $70 million in federal funds:
- Improving the Economics of Recycling Lithium Iron Phosphate-Based Li-ion Batteries
- Improving the Recovery and Re-use of Electrolyte Components from Lithium-Ion Batteries
- Upcycling and Improving the Value of Recovered Materials from Electric Drive Vehicle Batteries
- Demonstrating Improved State of Health Evaluation and Safety for Second-Use Applications of Electric Drive Vehicle Batteries
Eligible Applicants
The NOI states that all prime recipients receiving funding under this anticipated funding opportunity announcement (FOA) must be incorporated (or otherwise formed) under the laws of a state or territory of the United States and have a physical location for business operations in the United States. Additional eligibility information can be expected in the full solicitation.

DOE plans to issue the FOA late December 2024 to early 2025.

VW Mitigation Plan Status and Activity Update
VW Mitigation Plan Status and Activity Update
CTE is continuing to track activity related to the VW settlement at the state level. It is important to note that governing provisions of VW Settlement activities require that vehicles and engines that are replaced must be scrapped. Funding amounts and cost share will vary by applicant and fuel type. Public, private, and non-profit entities are eligible to apply unless otherwise noted. Several states have open solicitations with highlights included below. Open VW Opportunities
Several states highlighted in previous VW Mitigation Plan Status and Activity Updates have opportunities that remain open. As a reminder, we are including a list of these states and application deadlines.
California – The California VW Trust has released up to $20 million in funding through their Zero Emission Freight and Marine Program. Funding is available for the replacement and scrappage of heavy-lift forklifts, airport ground support equipment, and port cargo handling equipment. Funding is also available for the repower of ferries, tugboats, or towboats, as well as the installation of shore power systems for oceangoing vessels at port terminals. Of the funding available, 75% is targeted for projects that reduce emissions in California’s low-income and disadvantaged communities. This funding is available on a first-come, first-serve basis.
California’s solicitation for transit and shuttle buses remains open on a first-come, first-served basis until all funds have been committed. Currently, this program has approximately $2 million in available funding.
Approximately $25 million remains available on a first-come, first-served basis for Zero-Emission Freight and Marine Projects. This deadline has been extended and applications are being accepted until funding is exhausted.
Approximately $9 million is available on a first-come, first-served basis to entities throughout California for the Zero-Emission Class 8 Freight and Port Drayage Trucks category. This solicitation will remain open until funding is exhausted.
Colorado – There is $2 million in funding remaining to help with the cost of upgrading a variety of diesel equipment. These upgrades include transportation refrigeration units, farm tractors, bucket trucks, lawn mowers, terminal tractor, and electrical infrastructure. Applications are being accepted on a rolling basis, but funding is limited.
Hawaii – Year 2 of the Diesel Replacement Rebate (DRR) is continuing to accept applications through the Hawaii State Energy Office. The DRR program provides rebates of up to 45% for the replacement of medium- and heavy-duty diesel vehicles with new, zero emission equivalents (either battery electric or hydrogen). Projects can include the purchase of one charging unit per vehicle. Applications will be reviewed on a rolling basis.
Massachusetts – The MassEVIP program includes separate funding programs for Direct Current Fast Charging, Electric Vehicle (EV) Procurement for Fleets, Multi-Unit Dwelling and Educational Campus Charging Incentives, Public Access Charging Incentives, and Workplace & Fleet Charging Incentives. These programs will remain open until funding is exhausted.
Michigan – The Michigan Department of Environment, Great Lakes, and Energy has allocated $5 million for the repowering or replacement of airport ground support equipment, port cargo handling equipment, and forklifts. Applications will be accepted through November 1, 2023.
New Hampshire – The New Hampshire Department of Environmental Services released approximately $10 million to support local government entities in reducing emissions from qualifying diesel vehicles through approved projects that replace certain engine model year diesel vehicles and pre-Tier 4 non-road diesel engines with electric vehicles or new diesel vehicles/equipment to reduce emissions. Applications will be accepted through October 13, 2023.
New York – The New York Truck Voucher Incentive Program (NYTVIP), and NYC Clean Trucks Program offer rebates to reduce the cost of purchasing all-electric and alternative fuel trucks and buses for public, private, and non-profit fleets. Applications will be accepted for Class 4-8 trucks, transit buses, paratransit shuttle buses, school buses, and port cargo handling equipment that are accompanied by the scrappage of a qualifying pre-2009 vehicle. The NYTVIP Implementation has been revised as of December 2022, adding funding from the VW settlement, including $2 million for paratransit and $6 million for electric school buses. The deadline for applications is December 16, 2024.
Pennsylvania – The Level 2 EV Rebate Program for charging equipment for light-duty zero-emission vehicles is still accepting applications on a first-come, first-served basis until funding is exhausted.
Texas - The Texas Commission on Environmental Quality has an estimated $86 million in funding to upgrade or replace vehicles or equipment operating in eligible areas with new electric models, including Class 8 local freight and port drayage trucks, Class 4-8 school, shuttle, or transit buses, Class 4-7 local freight trucks, airport ground support equipment, and forklifts and port cargo handling equipment. Applications will be accepted until August 31, 2025.
Washington – The Washington Department of Ecology is providing approximately $16 million to transition publicly or tribally owned diesel street sweepers, refuse vehicles, freight switcher locomotives, port cargo handling equipment, and forklifts to zero emission. Applications are due October 26, 2023.
Upcoming VW Opportunities
Minnesota has given an update on their phase 2 grant timeline for 2023. A new funding opportunity is expected to open in 2023 targeting clean diesel off-road vehicles. This program will replace or upgrade older diesel off-road vehicles and equipment with new clean diesel or electric models.

November 15 - December 12, 2024 State Funding Activity Update
As a service to our members, CTE continually tracks state funding opportunities that could be of potential interest to our members. CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders.
Background and Award Information
Alabama – The Appalachian Regional Commission has released funding to support opportunities for self-sustaining economic development for select counties in Appalachian Alabama, including projectswhich invest in critical transportation infrastructure. Funding amounts available vary by county income designation. Applications are due January 31, 2025.
California – The City of Victorville, CA has released a request for proposals (RFP) for Consultant Services for a Zero Emissions Fleet Study. The City is seeking a qualified and experienced consulting firm to produce a Zero Emissions Conversion Assessment for all city-owned vehicles to comply with California Air Resources Board standards . Applications are due on January 9, 2025.
The Los Angeles Unified School District has released an RFP for Electric Vehicle (EV) Charging Infrastructure. The District is seeking a proposer to provide satellite EV charging sites in coordination with the District. Applications are due on December 18, 2024.
Connecticut – The Connecticut Green Bank has released an RFP for Electric School Bus Deployment. The Green Bank is seeking proposals from local and regional boards of education, school districts, regional education service centers, school bus operators/carriers, independent schools, and other relevant stakeholders through which the Green Bank would support projects involving the acquisition or deployment of electric school buses as well as the associated electric vehicle supply infrastructure. Applications are due on January 7, 2025.
The City of Bridgeport has released an RFP for Electrical Vehicle Charging Stations. The purpose of this RFP is to contract with a qualified electric vehicle charging station distributor/operator/manufacturer for the installation, operation, and maintenance of nine electric vehicle charging stations. The selected Offeror will be required to implement a program which should enable the public to utilize Level 2 electric vehicle charging stations. Services would be provided on a 24-hour, 365-day-a-year basis with sufficient resources and personnel to successfully support and maintain the program. Applications are due on January 7, 2025.
Illinois – The Illinois Department of Transportation (DOT) has extended the deadline for its second round of the Illinois National Electric Vehicle Infrastructure (NEVI) Program to January 31, 2025. The NEVI program will provide up to approximately $24 million for the construction of charging stations across the state. Illinois DOT expects to issue approximately 20 awards.
Louisiana – The Louisiana Department of Transportation and Development has released a request for proposals for Round One of the NEVI Formula program. This round of funding will support the installation, operation, and maintenance of approximately 10 EV charging stations across the state of Louisiana. Stations funded by this program must be publicly accessible and be located within one mile of a designated alternative fuel corridor. Individual applications should not exceed $1.5 million. Applications are due February 27, 2025.
Maryland – The Maryland Energy Administration has released the FY25 Maryland Electric School Bus Program, which directs $17 million in funding for schools to purchase and lease new electric school buses to serve Maryland public school students. The program will focus on overburdened and underserved communities facing economic challenges. Individual awards will be capped at $1.5 million per grantee. Eligible applicants include public local education agencies and fleets operating on their behalf. Applications are due February 14, 2025.
Oregon – The third round of funding for the OregonDepartment of Transportation’s Community Charging Rebates program opens onDecember 17, 2024. This program offers rebates for Level 2 EV charging projects at multifamily homes, workplaces, and publicly accessible parking areas throughout Oregon. There will be $2.75 million in funding available, and the rebates range from $3,500 - $6,250 per charging port or up to 75% of eligible project costs, whichever is less. Eligible businesses, nonprofits, public entities, Tribes, EV service providers, and owners of multifamily home complexes may apply. Funding will be distributed on a first-come, first-served basis.
Rhode Island – The Rhode Island Office of Energy Resources is accepting applications to the NEVI Phase 2A program. Phase 2A provides $10 million in competitive funding to support the installation of electric vehicle charging stations, prioritizing public accessibility and equitable distribution across the state. Eligible applicants include businesses, municipalities, educational institutions, non-profits, and federally recognized Tribal organizations. Applications are due February 28, 2025.
The Rhode Island Department of Environmental Management Office of Air Resources is accepting applications to the 2024 Diesel Emissions Reduction Act (DERA) grant funding RFP. DERA reimbursement grants will be given to on-road heavy-duty diesel vehicle replacement, zero-emission school bus projects, non road engine/equipment and marine engine/vessel replacement projects. Eligible applicants include but are not limited to independent owner operators, fleet and marine operators, local businesses, state and local government agencies and departments, and school districts. Applications are due December 20, 2024.
Texas – The Texas Commission on Environmental Quality (TCEQ) is now accepting grant applications under the Governmental Alternative Fuel Fleet (GAFF) grant program. Eligible applicants must operate a fleet of 15 or more motor vehicles and be a state agency, municipality, county, school district, junior college district, river or water authority, or other political subdivision. Mass transit or school transportation providers or other public entities established to provide public or school transportation services may also be eligible to apply. The GAFF program will provide an estimated $4 million in funding to purchase or lease new on-road vehicles that operate using alternative fuels. Applications are due February 5, 2025.
TCEQ has opened a second round of grant funding under the Emissions Reduction Incentive Grant (ERIG). Eligible applicants include individuals, state and local governments, corporations, or any legal entity authorized to conduct business in Texas. The ERIG program will provide an estimated $40 million in funding to replace or repower locomotives, marine vessels, stationary equipment, and select non-road equipment in nonattainment areas and counties in Texas. Applications are due February 14, 2025.
TCEQ has opened a second round of grant funding the Texas Volkswagen Environmental Mitigation Program (TxVEMP). Eligible applicants include individuals, state and local governments, corporations, or any legal entity authorized to conduct business in Texas. This TxVEMP grant round will provide an estimated $13 million in grants to help replace or repower older freight switcher locomotives and repower older ferry and tug marine vessels operated in the TxVEMP priority areas. Applications are due February 14, 2025.
Ft. Worth Independent School District (ISD) has released a request for proposals for the Project Management for Zero-Emission BusInitiative. ISD is seeking a qualified consultant to lead the planning process for school bus electrification and charging infrastructure, assisting in plan development, development of specifications for infrastructure and buses, procurement coordination, and oversight of delivery and deployment. Proposals are due January 9, 2025.

The Environmental Protection Agency (EPA) 2024 Diesel Emissions Reduction Act (DERA) Tribal and Territory Notice of Funding Opportunity (NOFO)
Background Information
EPA released the 2024 DERA Tribal and Territory NOFO. This NOFO announces the availability of grant funding available to Tribal governments and eligible territories to implement projects aimed at reducing diesel emissions from older diesel engines. Eligible activities include the retrofit or replacement of existing diesel engines, vehicles, and equipment with the EPA and California Air Resources Board certified engine configurations and verified retrofit and idle reduction technologies. EPA anticipates awarding a total of approximately $9 million under this NOFO. The funding includes $8 million for Tribes and $1 million for territories.
Eligible Applicants
Applications will be accepted from federally recognized Tribal governments (or intertribal consortia), Alaska Native Villages, or government agencies of the U.S. Virgin Islands, Guam, American Samoa, and Commonwealth of the Northern Mariana Islands, which have jurisdiction over transportation or air quality.

Background and Award Information
California – The City of Thousand Oaks (the City) has released a request for qualifications for Electric Vehicle, Energy Storage, and Solar Infrastructure – Project Management. The City’s Public Works Department is seeking professional engineering services from a qualified and experienced engineering consulting firm to serve as a project and program manager (on an as-needed basis) to advance the City’s electric vehicle, energy storage, and solar power Capital Improvement projects. The City intends to award a three-year program management contract with a total not-to-exceed amount of $750,000. Applications are due on December 16, 2024.
Illinois – The Illinois Environmental Protection Agency is accepting applications for its VW Round 7 funding opportunity to replace model year 2009 or older diesel transit buses with new all-electric transit buses. Applications are due by November 25, 2024.
Kentucky – The Transit Authority of River City, Kentucky (TARC) has issued an RFP for Construction of Bus Fleet Charging Infrastructure and Related Improvements. TARC seeks a general contractor responsible for the installation of new electric distribution systems and equipment, installation of owner-provided transit bus charging equipment, and improvements to existing structural systems. Applications are due by December 12, 2024.
Michigan – The Make It in Michigan Competitiveness Fund is offering up to $200 million for electric mobility- and infrastructure-related projects currently seeking federal funding. The fund offers matching grants to projects pursuing competitive federal funding where a non-federal match is required or to increase the competitiveness of the application. Applicants are encouraged to apply at least 21 days before the relevant federal opportunity, and grants will be awarded on a rolling basis.
Minnesota – The Minnesota Pollution Control Agency is seeking proposals for planning and implementation of projects that reduce local jurisdiction’s contributions to the causes of climate change, including clean transportation projects. Eligible applicants include Minnesota political subdivisions, non-profit organizations, and educational institutions. Approximately $1.5 million in funding is available through this opportunity, and the maximum grant award is $50,000. Applications are due by January 9, 2025.
Pacific Northwest – The Pacific Northwest Hydrogen Association (PNWH2) has announced an opportunity for new projects to join the Clean Hydrogen Hub. PNWH2 is seeking concept papers for potential clean hydrogen projects from new and existing partners that demonstrate excellence in hydrogen production, processing, delivery, storage, and/or end-use. PNWH2 is interested in projects in Washington, Oregon, Montana, and Idaho, but will consider projects in the greater region that have a direct connection to these four states. There is up to $150 million in potential federal funding for one or more projects. To be eligible to submit a response to the future request for proposals, applicants must submit a concept paper. Concept papers are due on December 4, 2024.
Texas – The Texas Council on Environmental Quality has released funding under the New Technology Implementation Grant (NTIG) program. The NTIG Program will fund projects including in the areas of electricity storage for renewable energy and emissions reductions for stationary sources. All projects must demonstrate technologies that reduce greenhouse gas or criteria pollutant emissions. Eligible applicants include owners and operators of stationary sources in Texas that emit pollutants. There is $10.9 million estimated to be available under this program. Applications are due January 7, 2025.
Virginia – The City of Richmond has released an RFP seeking a contract for the purchase of Electric Vehicle Supply Equipment hardware, software, and related installation, as well as maintenance and warranty services to support the city’s Climate Equity Action Plan. The city seeks a contractor to provide Level 2 chargers, ensuring the city’s infrastructure meets current needs, and encourages the exploration of using Level 3 chargers. Applications are due December 6, 2024.
