CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders.
Background and Award Information
New York – The New York State Energy Research and Development Authority (NYSERDA) has released a program opportunity notice (PON) for the Upstate National Electric Vehicle Infrastructure (NEVI) Direct Current Fast Charging (DCFC) Program. NYSERDA is seeking proposals to develop DCFC electric vehicle supply equipment (EVSE) along alternative fuel corridors (AFCs) in New York State north of and including I-84. Proposers are invited to apply for PON 5865 funding to develop one DCFC EVSE per proposal at site location(s) within one mile of designated AFCs in upstate New York. Proposers may submit more than one proposal, but no more than four proposals per subregion and no more than eight proposals total. To be eligible, each site included in the proposal must accommodate simultaneous charging for at least four vehicles at a minimum of 150kW and offer a total site delivery capacity of 600 kW or more. All EVSE ports must have CCS connectors. There is $21.5 million in funding available, and applications are due on December 4, 2024.
Minnesota – The Minnesota Pollution Control Agency (MPCA) is accepting applications to replace or improve heavy-duty off-road diesel equipment through funding from the Diesel Emission Reduction Act. Approximately $2 million is available through these grants, which may be used for clean diesel, alternative fuels, hybrid, or all-electric equipment replacements of marine engines, locomotives, trailer refrigeration units, terminal tractors, off-road engines, and vehicles used for construction, handling cargo, agriculture, mining, or energy production. Grantees may receive up to $500,000 per project, and applications are due on November 13, 2024.
MPCA is accepting applications from contractors to partner with auto repair shops, dealerships, tech colleges, or other entities to identify and fix high-emitting vehicles. Eligible applicants include for-profit businesses with under 500 employees, as well as government entities, educational institutions, or non-profit organizations with any number of employees. One applicant will be selected for the award, totaling approximately $100,000. Applications are due on November 25, 2024.
The Minnesota Department of Commerce is accepting applications for electric school bus purchases, charging infrastructure, and technical assistance from eligible districts throughout the state. Public school districts and Tribal contract schools, as well as applicants representing them, are eligible to apply, and awards will be based on financial needs and prioritization criteria. Applications are due on December 17, 2024.
Washington – The Washington State Department of Transportation (WSDOT) has released a notice of funding opportunity (NOFO) and request for proposals (RFP) for the NEVI program. This NOFO supports the acquisition, installation, and operation and maintenance of DCFC infrastructure along Washington’s Electric Vehicle AFCs. Of the approximately $71 million in total funding over federal fiscal years 2022-2026, WSDOT will award up to $25 million in Round 1 NEVI funding. WSDOT will determine the number of Round 1 awards based on system and program requirements and on the adequacy of applicant proposals. Eligible applicants include private entities,), including corporations, partnerships, company(ies), nonprofit organizations, and other entities. Applications are due on January 15, 2025.

Federal Transit Administration (FTA) FY 2024 Notice of Funding Opportunity (NOFO): Public Transportation on Indian Reservations Program (Tribal Transit Program)
Background Information
FTA has released the FY 2024 NOFO for the Tribal Transit Program. These competitive grants are available for tribes for any purpose eligible under FTA’s Formula Grants for Rural Areas program, including planning, capital, and operating assistance in rural areas. The Tribal Transit Program supports FTA’s strategic goals and objectives by funding projects that advance safety, renew transit systems, reduce greenhouse gas emissions, improve equity, and connect communities in rural areas.
It is anticipated that this NOFO will provide federal funding of $9,169,076, with award amounts from prior rounds ranging from $25,000 to $1,000,000. Planning projects are capped at $50,000. Cost share is not required for this grant opportunity.
Eligible Applicants
Eligible applicants include federally recognized Indian tribes and Alaska Native Villages, groups, or communities as identified by the U.S. Department of the Interior Bureau of Indian Affairs.

Background and Award Information
California – The California Hybrid and Zero-Emission Truck and Bus Incentive Project is accepting applications to the Zero-Emission School Bus and Infrastructure (ZESBI) incentive project. The ZESBI incentive project pairs zero-emission school bus vehicle incentives through the California Air Resources Board with charging infrastructure incentives through the California Energy Commission. Eligible applicants include California public school districts, California public charter schools, California joint power authorities, and California county offices of education. All applicants must serve students within the K-12th grade levels. In Fiscal year 2023-24, $375 million is allocated to support purchases of qualifying zero-emission school buses, and $125 million is allocated to support infrastructure and associated cost incentives. Applications are due on November 22, 2024.
Illinois – The Illinois Environmental Protection Agency (EPA) has opened Round 7 of its Volkswagen funding and is now accepting applications to replace model year 2009 or older diesel transit buses with new all-electric buses in the state’s three priority areas. Illinois EPA anticipates about 40 buses to be funded through this opportunity. Applicants must pre-qualify prior to submission, and applications are being accepted on a rolling basis until funds are exhausted.
Missouri – The Missouri Department of Natural Resources has opened the application period for the Energy Efficiency and Conservation Block Grant. Eligible projects under this grant program include initiatives that encourage energy efficiency, energy conservation, and emissions reductions. Eligible applicants include entities not eligible for direct federal formula funds, including city and county governments and municipalities. Up to $2.36 million will be made available under this program. Applications are due December 6, 2024.
Montana – The Montana Department of Environmental Quality is offering funding to help curb nitrogen oxide emissions with clean transportation. Funding is available for both public and private entities to help support cleaner replacements for medium- and heavy-duty diesel vehicles. The Clean Truck, Bus & Airport Equipment Program matches funds to replace older diesel trucks, buses or airport ground support vehicles with battery electric, alternate fuel, or diesel vehicles. Applications for this opportunity are due January 31, 2025.
North Carolina – The North Carolina Department of Environmental Quality is requesting applications for distribution of the North Carolina Energy Efficiency and Conservation Block Grant (EECBG) award. This funding will be distributed throughout North Carolina for the purpose of building energy assessments, energy audits, and building upgrades. The program will provide funding for technical support for programs for financing, purchasing, and installing energy efficiency, renewable energy, and zero-emission transportation (and associated infrastructure). Approximately $2.8 million in funding is available, with individual awards ranging from $100,000 to $500,000. Eligible entities include North Carolina towns, cities, counties, and state agencies, with prioritization granted to those entities that did not receive direct EECBG funding from the Department of Energy. Applications are due November 7, 2024.
The North Carolina Division of Air Quality has released funding for the 2024 Mobile Sources Emissions Reduction Program. This program aims to fund projects including the repowering of on-road and nonroad equipment with newer, cleaner engines, the replacement of old on-road and non-road vehicles with new, cleaner vehicles, and converting vehicles to run on alternative fuels. Any private or public sector entity with a physical presence in North Carolina is eligible to apply. Approximately $1.1 million in funding is available. Applications are due December 31, 2024.
The North Carolina Division of Air Quality has also released the Volkswagen Settlement Community and Destination Zero-Emission Vehicle Infrastructure Program. This program offers approximately $1.8 million in funding for community and destination zero-emission charging infrastructure. Charging sites must include a minimum of one DC fast port with a maximum of four DC fast ports. Eligible applicants include nonprofits, state and municipal governments, tribal governments, metropolitan planning organizations, and businesses, along with air quality and transportation organizations. Applications are due January 31, 2025.
Oregon – The Oregon Department of Transportation (ODOT) has released a Notice of Funding Opportunity (NOFO) for the Electric Vehicle Charger Reliability and Accessibility Accelerator program. ODOT requests responses to this NOFO to participate in the deployment (repair, replace, or upgrade) of Title 23 Code of Federal Regulations part 680-compliant electric vehicle (EV) supply equipment and improve charging infrastructure across the state. Eligible applicants include Equipment and/or Charging Network Providers for eligible charging stations, EV Service Providers that own and operate eligible charging stations, pre-qualified applicants who were selected through ODOT’s competitive request for qualifications for zero-emission vehicle charging and fueling infrastructure and are on the Pre-qualified Applicant list, electric utility service providers to eligible charging stations, and public entities with eligible charging stations located on the public entity’s property. Applications are due on November 12, 2024.
The Jackson County Roads and Parks Department has released a request for proposals for a Fleet Electrification Plan. Jackson County is seeking proposals from qualified contractors to provide a comprehensive fleet electrification plan for the Jackson County Motor Pool program. This program consists of 389 light fleet vehicles serving the following county departments: Administration, Airport, Health and Human Services, Development Services, Exposition/Fair, Community Justice, Information Technology, Roads and Parks, Surveyor, and Sheriff and Water Master. Applications are due on October 30, 2024.
Vermont – The Vermont Department of Environmental Conservation (DEC) is accepting applications to the Volkswagen Environmental Mitigation Trust: Eligible Mitigation Actions Request for Applications (RFA). DEC is seeking applications for eligible mitigation actions pertaining to the all-electric replacement or repower of Class 4-8 local freight trucks and Class 4-8 school, shuttle, or transit buses. All applications are required to utilize all-electric technology for replacements or repowers, and the vehicles, engines, and equipment to be replaced shall be scrapped. All interested federal, state and regional agencies or departments as well as institutions, and businesses with vehicles/equipment operating primarily in the State of Vermont are eligible to apply. There is approximately $5.7 million available in funding under this RFA and applications are due on November 25, 2024.

U.S. Department of Energy (DOE) Industrial Sustainability, Energy Efficiency, and Decarbonization Collaborative Program
Background Information
DOE has released funding for the Industrial Sustainability, Energy Efficiency, and Decarbonization (ISEED) Collaborative Program. This program will help grow the readiness of the workforce needed to decarbonize the U.S. industrial sector by providing assistance to partners across the manufacturing sector to develop and implement training programs focused on industrial sustainability, energy efficiency, and decarbonization. DOE is soliciting proposals from organizations with established experience or networks in the following focus areas:
- Energy efficiency and decarbonization for existing industrial processes, including energy management, use of waste heat, and smart manufacturing strategies.
- Industrial electrification of thermal processes, process heat (heat pumps), or hydrogen production.
- Low-carbon fuels, feedstocks, and energy sources, which will play a critical role in decarbonizing subsectors that rely on fossil fuels and could include renewable energy, clean hydrogen, fuel-flexible processes, and biofuels and bio feedstocks.
It is anticipated that $3,000,000 in federal funding will be available under this program.
Eligible Applicants
Eligible applicants include manufacturing, education, and training organizations (except for high schools, community colleges, trade schools, and universities), trade, industry, and labor groups, organizations working to expand job and training access to diverse populations, and professional societies or associations.

U.S. Department of Energy (DOE) Notice of Intent (NOI) for Advanced Hydrogen and Fuel Cell Technologies to Drive National Decarbonization
Background Information
DOE has issued an NOI for the Advanced Hydrogen and Fuel Cell Technologies to Drive National Decarbonization program. The program will target research, development, and demonstration topics critical to scaling hydrogen infrastructure and enabling increased adoption of clean hydrogen across sectors, particularly in heavy-duty vehicles and other heavy-duty transportation applications, which supports the U.S. National Blueprint for Transportation Decarbonization. It is anticipated that the program may include the following areas of interest:
- Photoelectrochemical Water Splitting Device Scale Up
- High Performance Materials for Hydrogen Service, Including Cryogenic and/or High-Pressure Conditions
- Sustainable High-Temperature Proton Exchange Membranes and Ionomers for Heavy-Duty Transportation Applications
- Domestic Hydrogen Fuel Cell Electric Motorcoach Bus Development and Demonstration
